A Police Watchdog cannot be independent if the Minister of Police has the final say

Welcome to the campaign to make the Independent Police Investigative Directorate (IPID) an independent, constitutional Chapter 9 institution.

IPID is South Africa’s police watchdog. Its mandate is to investigate any misconduct or criminal activity committed by members of the South African Police Service (SAPS) and Municipal Police Services (MPS).

The Police Portfolio commitee’s approval of the unconstitutional Independent Police Investigative Directorate (IPID) Amendment Bill as it stands, will give Bheki Cele full control over IPID’s activities. He will have the power to appoint and remove the executive director of IPID from office, and with that, will change IPID from independent watchdog, to a bouncer for his growing Police Mafia.

For IPID to be fully independent and constitutionally enshrined as a Chapter 9 institution, changes would need to be made to its operations legislation. This is important to ensure that IPID is not subject to political influence.
