This report by Action Society introduces a Criminal Justice Trust Indicator built from anonymised survey responses. It provides a baseline measure of public confidence and perceived performance across core justice-system functions: the availability of justice, lived experience of outcomes, perceived delay, and perceived impunity. 

South Africa’s children are caught in a cycle of violence. They are raped, abducted, and murdered – often by those they trust, sometimes by those meant to protect them. Despite constitutional guarantees of dignity and safety, our nation continues to fail its youngest citizens.

South Africa’s centralised police force lacks local accountability and responsiveness, fuelling public distrust and poor service delivery. While the Constitution allows for devolved policing powers, national control remains dominant. This paper explores how decentralisation, by empowering provinces and municipalities, could improve safety, accountability and local governance.
