Masemola must choose between saving children or the ANC

“If General Masemola chooses to support the ANC political interference model in the SAPS and abide by everything Minister of Police, Bheki Cele says, thousands upon thousands more children will not only fall victim to sexual predators, but will become sexual predators too,” said Ian Cameron, Director of Community Safety at Action Society.

The newly appointed National Commissioner of Police must fight GBVF head on for urgent reform to prevent more children from becoming victims of sexual predators, but to also prevent children from becoming sexual predators.

“Consequences for these horrific incidents are limited and currently only reactionary, we need prevention, and the commissioner must decide where his moral support will be, with innocent children, or the ANC. He needs to step-up and take hands with the relevant institutions to assist with moral reform amongst youth in the country,” said Cameron

The terrifying statistics of children who are becoming perpetrators of sexual offences was also highlighted during a webinar hosted by the Government Communication and Information System (GCIS).  The webinar held on 6 April 2022 focused on localising the implementation of the National Strategic Plan to end GBVF.

“One of the biggest concerns is the DNA backlog, which has been robbing victims of violent crime  ̶  especially survivors of gender-based violence and femicide (GBVF)  ̶  of justice, for way too long,” added Cameron.

According to Adv. Praise Kambula, from the Department of Justice and Constitutional Development, there was an increase of 22% in rape cases where perpetrators were minors in the 2020/21 financial year, of which the youngest perpetrator was a 10-year old.  The top three charges against minors in this period was for rape, assault GBH (up 16% from previous reporting period) and murder (up 8%).

“These, and other terrifying crime statistics, proves that there is no fear of the current justice system in South Africa.  Masemola will have to work very hard to win back the faith of the South African public.  We believe there are a few basic actions that he can take to start the reformation process of SAPS:

  1. Skills audit of all senior police members, including provincial and divisional commissioners and their deputies;
  2.  Resource availability for expert crime intelligence development in SAPS;
  3.  Reimplement SAPS reservist capacity;
  4.  An external panel of private firms to do an intensive SAPS Firearms audit;
  5. Re-invest in specialist units, specifically forensics, for the police and;
  6. Polygraph tests on all senior police members to determine corruption involvement.

    “Survivors of GBV and families of murdered women and children, can no longer be victimised by a justice system that keeps failing them.  Masemola must do everything in his power, as a matter of urgency, to restore the SAPS’s functionality and accountability,” concludes Cameron.
